Sec. 2.2. Governing Body of the City. The Council, except as otherwise in the Charter provided, is the governing body of the City. Meetings and records of the proceedings of the Council and of the committees of the Council shall be open to the public except as otherwise provided by law. The Council shall hold regular meetings in City Hall at least three days each week. The Council shall adopt a schedule for its regular meetings and for regular meetings of the standing committees, and, by resolution, may establish periods when each will be in recess. The Council and its committees may each hold special meetings in City Hall or elsewhere in the City provided that notice prescribed by law is duly given. The presiding officer, or a majority of the members of the Council or of a Council committee may, respectively, call of a meeting of the Council or of the Council committee.
