Sec. 20.35. Council Fund and Employment of Attaches to the Council. The City Clerk is hereby authorized and directed: (1) To prepare and certify all payrolls and demands upon the Council Fund; (2) To expend the funds of the Council in accordance with the provisions of the budget appropriations or of appropriations made subsequent to the budget; (3) To prepare and submit to the Mayor, with duplicates to the City Council and the Director of the Office of Administrative Research and Services, a detailed estimate of the money required for the next ensuing fiscal year for the proper conduct of the office of the City Council as provided by Section 311 of the Charter; and (4) Subject to prior written request from a Council member or the Chief Legislative Analyst, to appoint, discharge, suspend or transfer employees in their respective offices.
