Sec. 20.33. Mayor and Council Funds and Employment of Attaches to the Mayor and Council. The City Clerk is hereby authorized and directed: (1) To prepare and certify all payrolls and demands upon the Mayor and Council Funds; (2) To expend the funds of the Mayor and Council in accordance with the provisions of the respective budget appropriations or of appropriations made subsequent to the budget; (3) To prepare and submit to the Mayor, with duplicates to the City Council and the Director of the Office of Administrative Research and Services, a detailed estimate of the money required for the next ensuing fiscal year for the proper conduct of the office of the Mayor and City Council as provided by Section 311 of the Charter; and (4) Subject to prior written request from the Mayor, a Council member or the Chief Legislative Analyst, to appoint, discharge, suspend or transfer employees in their respective offices.
