Sec. 14.5. Negotiations. Pursuant to Charter Subsection 231(h), the Mayor shall represent the City and coordinate negotiations between the City and governmental and other grant agencies regarding the grants program. All matters which relate to the City grant program and require a City commitment not previously approved under applicable law shall be submitted to the City Council for approval.
