ouncil or to a committee of the council designated by the city council , before the city council shall grant such petition or adopt or enact any such ordinance, order or resolution. b. the said Department or Bureau to which any such petition or resolution is referred by the city council shall, before reporting to the city council upon the particular subject matter, refer the matter to the Department of city Planning for report and recommendation thereon by the commission concerning the relation of the matter to and its effect upon the General Plan, any applicable Specific Plans and any plans being prepared by the Department of city Planning . c.
