Initiation Only the city council , the city Planning commission , or the Director may initiate a Specific Plan Adoption or Amendment. An action to initiate a Specific Plan Adoption or Amendment by the city council or the city Planning commission requires a majority vote. c. Notice 1. Notice of Public Hearing a. the following notice is required for the public hearing held prior to a recommendation: Type of Notice When Where / To Whom / Additional Requirements Publication 24 days • in a newspaper of general circulation in the city, designated for that purpose by the city clerk Mail (if the amendment affects the permitted uses or intensity of uses of real property) 24 days • the applicant; • the owner(s) of the property involved; • the owners and occupants of all property within and outside the city within 500 feet of the area to be changed (or the expanded area described below); • residential, commercial, and industrial occupants of all properties within 500 feet of the exterior boundaries of the property involved (or the expanded area described below); and • the certified Neighborhood council representing the area in which the property is located.
