Decision Makers and Procedures Despite any provision of this code to the contrary, the following procedures apply to projects requiring multiple approvals. 1. Legislative Decisions a. the city Planning commission or Area Planning commission has initial authority to submit a recommendation, and the city council has final decision-making authority for approvals of legislative decisions. b.
