Decision Makers and Procedures Despite any provision of this code to the contrary, the following procedures apply to projects requiring multiple approvals. 1. Legislative Decisions a. the city Planning commission or Area Planning commission has initial authority to submit a recommendation, and the city council has final decision-making authority for approvals of legislative decisions. b. (Zone Change) if a Zone change is combined with a Zoning code Amendment. ii. if a development agreement is combined with a General Plan Amendment, Specific Plan, Zoning code Amendment, or Zone change, the city Planning commission shall submit a Planning commission recommendation, and all required notices and hearings required by this chapter and the california Government code shall be combined to the extent permitted by law. 2.
