Findings the city council shall adopt findings based upon substantial evidence to support its decision as to why the ce QA clearance does or does not comply with ce QA, including adopting the decision maker’s findings or findings recommended by the Director, the appellant, the applicant, or any other interested party. in affirming any decision maker’s approval of the ce QA clearance , the city council shall make all necessary findings and take all necessary actions required by ce QA for the approval of that ce QA clearance . 11. Exhaustion of Administrative Remedies No person entitled to file a ce QA Appeal pursuant to this Section may initiate action in a court of law challenging the environmental Determination unless and until such person files the ce QA Appeal and the city council has taken final action on the ce QA Appeal.
